1. legislation: a lw or set of a laws suggested by a goverment and made offical by a parliament

The goverment has promised to introduce legislation to limit fuel emissions from cars.

2. overtone: something that is suggested,but is not clearly stated

His speech had strong political overtones.

3. controversy: A dispute,esp. a public one, between sides holding opposing views.

There was a big controversy over the matter of marriage in college in China.

4.allocate: to set apart;to distribute;allot

The goverment is allocating $10,000 for education.

13. Expansion: the act or process of expanding or the state of being expanded; a product of expanding

15. Sovereignty: supremacy; royal rank, authority, or power; complete independence and self-government
